Julia is a member of the NHS Transformation Unit Executive team, driving forward the 2025 strategy and leading on the establishment of a TU team in London.

Julia joined the NHS in 2004 on the general management training scheme after a first career as a philosophy lecturer and researcher. She was part of the small team that set up CCGs in 2012 and has worked in national commissioning policy and strategy since then, most recently as Head of NHS England’s Commissioning Policy Unit and the National Programme Director for the co-commissioning of Primary Care.

Julia has a long-standing background in academia and the NHS where she has worked in regional and national policy and strategy, acute provision and local commissioning. Most recently, Julia has been working as a freelance consultant supporting senior leaders and organisations in the UK and Internationally.
